Inline to minimize loss of life and property during flood events, the National Emergency Management Agency, Owerri Operations , on Friday held an awareness campaign in Owerri , themed:, ” Waste Management And Flood Disaster Mitigation And Response Program”
In his speech, the Owerri Head of operations NEMA, Mr Igwe Nnamdi noted that the essence of the sensitization program is to educate individuals on flood risks and take proactive measures to protect themselves and neighborhood. He emphasized that effective flood management requires a multi faceted approach which include strategic urban planning , sustainable drainage systems, flood resistant infrastructure, early warning systems, among others.
” Improper disposal and inefficient recycling practices have led to overflowing landfills, polluted oceans and compromised ecosystem. The consequences are dire: from endangering wildlife to contaminating water sources, the effects of irresponsible waste management are far reaching and long lasting. However, we are providing solutions. By embracing sustainable practices such as recycling, composing and reducing single use plastic, we can significantly alleviate the burden on our environment. Educating our communities on the importance of waste reduction and proper disposal is crucial. When each individual commit to responsible waste management, we collectively create a cleaner and healthier environment for future generations”.
During the paper presentation delivered by the Training Coordinator, Center For Disaster Risk Management and Development Studies, Federal University of Technology Minna , Niger State, Dr Ibrahim Abayomi kuti , on ,”Effective Waste Management: A Solution To Flooding In Imo State” he pointed out the need to identify areas prone to flooding in Imo so as to avoid impact of flooding such as loss of life, damage of property, disruption of livelihoods , among others.
Dr Abayomi kuti, mentioned hotspot model developed by Dilley et Al in the year 2005 , which identifies areas that requires immediate attention and resources for disaster preparedness and response. He also noted that the hotspot model enhances planning and informs funding decisions.
Dr Abayomi kuti, recommended that Imo State Environmental Agency should always maintain and clean existing drainage system to prevent blockages , and ensure proper outlets . He also advised that , Imo government should construct new drainage systems with proper outlets and branch drains connected to the drains to minimize rainwater runoff.
Also , he encouraged that public awareness campaign should be carried out to educate Imo residents on the importance of proper disposal and the consequences of dumping waste in drains . He maintained that, Imo State can significantly reduce the impact of flooding and build more resilient and sustainable future for it’s residents.
The Head Of Disaster Risk Reduction, Owerri Operations Office, Mr Quintus Oramalu , in his lecture on, ” Disaster Preparedness And Risk Reduction Strategies On The Outcomes Of The 2024 Seasonal Climate Prediction and Annual Flood Outlook” , noted that Imo State falls under high and moderate flood risks areas according to 2024 annual flood outlook by Nigerian Meteorological Agency ( NiMet) , He highlighted the local government areas in Imo that were predicted for moderate flood risk , they include, Ohaji Egbema, Oguta , Owerri West , Owerri North , Ahiazu Mbaise , Okigwe , Ngorokpala , Ehime Mbano , Ihitte/ Uboma , Ezinihite , Aboh Mbaise and Obowo .
Sequel to this, Mr Quintus Oramalu, said that Imo State government are expected to provide financial support to the local government authority to construct culvert , grade community roads and pathways for surface water flow. He added that, Imo government should implement effective floodplain management strategies such as preventing natural wetlands, constructing retention ponds and managing storm water runoff through construction of drainage systems. He also stated that Imo government should assist communities to develop community preparedness response plans , as well as assist communities to create community Disaster Management Committee or platforms .
He recommended that Imo State ministry of Agriculture should encourage extension workers and extension services. He also advised that ministry of Agriculture should encourage the planting of improved variety of seedlings and climate smart farming approaches.
The sensitization program featured questions and answers , panel discussion by personnels from Ministry of Environment, Health and works and workshop session.
The event was well attended by stakeholders from different organizations , local government areas in Imo and the general public.
