Rivers State Governor, Siminalayi Fubara, has signed the state’s ₦1.84 trillion 2026 Appropriation Bill into law, setting the stage for the implementation of a major spending plan aimed at accelerating development and improving the welfare of residents.

The signing of the budget marks a significant milestone for the administration as the state moves into a new financial year with a strong emphasis on infrastructure, economic growth, social development and improved public services.

The budget, christened “Budget of Resilience for Growth and Development,” is expected to provide the financial framework for the implementation of key government programmes and projects across the state.

Governor Fubara, while signing the appropriation bill, described the development as a new chapter in the state’s drive for sustainable growth and improved living conditions for its people.

According to the governor, the passage and signing of the budget demonstrate the government’s determination to ensure that public resources are directed towards projects and programmes that have a direct impact on the lives of Rivers residents.

The ₦1.84 trillion budget places a significant priority on capital expenditure, with approximately ₦1.4 trillion earmarked for capital projects. This represents a substantial commitment to infrastructure and other development initiatives across the state.

About ₦413.1 billion is allocated for recurrent expenditure, covering the running of government, payment of personnel costs and other essential administrative obligations.

The economic sector is expected to receive about ₦625.8 billion, reflecting the administration’s focus on stimulating economic activities, supporting development and creating an environment conducive to investment and prosperity.

The social sector has also been allocated approximately ₦435.4 billion, highlighting the importance attached to areas such as healthcare, education and other services that directly affect the wellbeing of citizens.

Similarly, about ₦65.3 billion is earmarked for law and justice, while the administration sector is allocated approximately ₦278.8 billion.

The governor’s signing of the budget followed its consideration and passage by the Rivers State House of Assembly, paving the way for the executive arm of government to begin full implementation of the approved financial plan.

The 2026 budget is expected to provide resources for the continuation and completion of ongoing projects, as well as the commencement of new initiatives in different parts of Rivers State.

Governor Fubara has repeatedly emphasised the need for responsible management of the state’s resources, insisting that government spending must translate into tangible benefits for the people.

The signing also comes at a time when Rivers State is seeking to strengthen its economic position and maximise the opportunities presented by its strategic importance as an oil-producing and commercially active state.

Beyond the figures, the budget is being presented as a roadmap for improving infrastructure, strengthening social services and creating a more resilient economy capable of supporting long-term development.

The governor urged relevant government ministries, departments and agencies to ensure effective implementation of the approved budget, stressing the importance of accountability, transparency and value for money.

He also called on stakeholders and residents to support the administration’s development agenda as the government works towards achieving its objectives for the state.

With the budget now signed into law, attention will shift from legislation to implementation, with residents expected to closely monitor how the massive financial allocation translates into roads, healthcare facilities, schools, economic opportunities and other development projects.

The ₦1.84 trillion spending plan therefore represents more than a financial document; it is a major policy instrument through which the Rivers State Government intends to drive growth and deliver on its promises to the people.

As implementation begins, expectations will be high across the state, with citizens looking forward to seeing concrete results from the government’s ambitious development programme.

For the Fubara administration, the challenge now is to turn the huge budgetary provision into visible projects, improved services and measurable improvements in the lives of the people of Rivers State.

The signing of the 2026 Budget of Resilience for Growth and Development has consequently opened a fresh phase in Rivers State’s development journey, with the government signalling its readiness to translate its financial plans into meaningful progress for residents.
